The role of people logistics in oil and gas projects

Efficient and effective logistics is vital to large Oil & Gas projects – equipment must be transported to work sites and raw products need to be processed and then delivered to customers, often using multiple modes of transport in a complex supply chain. In addition to this complexity, another important part of the overall logistics problem is people logistics – How do we move personnel to and from a worksite both safely and efficiently?

Why should I invest in personnel?

Particularly in Australia, where many work sites exist in remote areas, it is not always feasible to relocate employees and their families to a town near the work site. As a result, many workforce personnel are employed on a fly-in fly-out (FIFO) or bus-in bus-out (BIBO) basis, where the employer is responsible for moving personnel to and from the work site.

A 2013 report from Ernst & Young indicated that human capital deficit is one of the top ten risks facing the global Oil & Gas industry, affirming that

as the sector develops technologically . . . companies that can retain and mobilize people will be able to sustain their competitive advantage.

Effective and efficient personnel mobilization is crucial to any significant oil and gas project. Research published in 2012 by the Australian Centre of Excellence for Local Government (ACELG) into the prevalence of FIFO in Australia predicts that percentage of Australian mining sector jobs filled by FIFO roles will only increase over the coming years.

Improper workforce utilisation increases susceptibility to many internal and external issues, such as: a high employee turnover, high ongoing operational costs to the business, and under- or over-allocation of staff to specific jobs.

Analytics to cut through complexity

People logistics for a large project requires the coordination of travel and accommodation for hundreds, sometimes thousands of people in various remote locations. As with traditional logistics, several crucial decisions have to be made including BIBO vs FIFO, choice of airports or bus routes and staff roster schedules. In addition to this complexity, working with personnel often requires much greater scrutiny – we don’t always require a minimal-cost solution – we need to balance cost, project risk, employee safety and employee satisfaction.

Trying to weigh up all these variables and make decisions in an intelligent way for all of the personnel involved in a project very quickly becomes complex. A 2014 interview by Mining Australia notes that “for many companies [workforce management] is man­ual, or only semi-automated, which increases the risk of error or processing in­efficiencies, increasing costs”. Managing a large workforce is difficult, and only with the right technology can companies provide efficient and effective workforce management.

Here, deep into the Arctic Circle and midway between Norway and the north pole, he is investigating the health of the glaciers, by comparing them to what they looked like in archival photos. He takes a picture, trying to place his boat in the exact position occupied by an explorer who took a similar photograph over 100 years ago. But the difference is striking: in the shot from 1918, the boat is heading towards a massive glacier. In the image Aslund took in 2024, he is heading toward what looks like almost bare land. The comparison is part of a series that Aslund worked on in collaboration with the Norwegian Polar Institute and Greenpeace, to document the retreat of Svalbard’s glaciers over the last century. He visited the area twice — in 2002 and in 2024 — and picked which sites to photograph based on historical images that he found in the institute’s archives. “In 2002, the widespread knowledge, or acceptance, of climate change wasn’t as broad as it is now,” Aslund says. He published the first set of photos over 20 years ago to create awareness of how much the glaciers were receding. But to his surprise, he received some comments suggesting that the images had been “Photoshopped,” that the glaciers were just expanding and contracting naturally, or that he had taken the pictures in the summer and compared them to archival shots taken in the winter: “But they are not — if you look at at the archive photos, you see that they don’t have any sea ice and not enough snow on the mountains (for it to be winter). And also, in the winter, it’s permanently dark.” In the summer of 2024, he decided to return, taking pictures at the exact same locations as before. “I had a feeling that the glaciers would have receded even more,” he says, “and that was confirmed. We wanted to show that these glaciers are not going back and forth. They are constantly being pulled back by a warming climate. It’s a major difference.” The Arctic has been warming twice as fast as the rest of the world since the year 2000, according to the National Oceanic and Atmospheric Administration, but according to other estimates it has warmed even more — four times faster than the global average since 1979. NASA says summer Arctic sea ice is shrinking by 12.2% per decade due to warming temperatures.

Очень боится, что события вокруг кооператива могут поставить под сомнение ее право собственности &mdash; но кооператив постепенно восстанавливает свою работу, что внушает Александре уверенность в завтрашнем дне.</p><p>&nbsp;</p><p dir="ltr">Квартира перешла в собственность</p><p>&nbsp;</p><p dir="ltr">Эдуард Трифонов, также хабаровчанин, &mdash; инвалид по слуху, причем у него, как у многих неслышащих, нет официальной работы, пенсия 13&minus;15 тыс. рублей в месяц.</p><p>&nbsp;</p><p dir="ltr">У него была квартира в городском поселении Вяземский Вяземского района Хабаровского края. В 2018 году он вступил в кооператив, внеся 35% с продажи квартиры в Вяземском. В 2020 году ему кооперативом была приобретена однокомнатная квартира. Причем он полностью за нее рассчитался с кооперативом &mdash; квартира перешла в его собственность.</p><p>&nbsp;</p><p dir="ltr">Купить квартиру до блокировки счетов не удалось</p><p>&nbsp;</p><p dir="ltr">Елена Захарова из Хабаровска работает уборщицей, пенсию свою по инвалидности со счета не снимала &mdash; копила. Она внесла всю эту пенсию, плюс материнский капитал в &laquo;Бест Вей&raquo;. Вступила в кооператив в 2019 году, постепенно накопила на первоначальный взнос. При этом приобрести квартиру не успела &mdash; счета заблокировали. Очень надеется, что кооператив в ближайшее время возобновит покупку квартир.</p><p>&nbsp;</p><p dir="ltr">Покупка квартиры в центре оказалась отсрочена</p><p>&nbsp;</p><p dir="ltr">Хабаровчанка Надежда Кравченко также вступила в кооператив в марте 2019 года, стояла в накопительной программе, внесла материнский капитал. Предполагала купить квартиру побольше &mdash; в центре Хабаровска, так как у нее родился сын и она хотела создать условия, чтобы ребенку удобно было ходить в школу в центре. А ребенок &mdash; слышащий. Она сказала: &laquo;Я этому ребенку ничего не смогу дать сама. Мне надо покупать квартиру в центре, чтобы он мог ходить в кружки, на дополнительные занятия&raquo;.</p><p>&nbsp;</p><p dir="ltr">Но покупка не состоялась. Надежда не теряет надежду, что кооператив в ближайшее время возобновит приобретение квартир.</p><p>&nbsp;</p><p dir="ltr">Вариант с ипотекой не устроил</p><p>&nbsp;</p><p dir="ltr">Максим Желудков из Хабаровска вступил в кооператив в апреле 2018 года, и приобрести квартиру пока не удалось. Он с семьей ютится в комнатушке, сын уже взрослый, 18 лет исполнилось, дочка в первый класс пошла.</p><p>&nbsp;</p><p dir="ltr">В кооперативе стояли в накопительной программе, внесли материнский капитал &mdash; и покупка квартиры сорвалась. Документы по объекту недвижимости в начале 2022 года отправили на согласование &mdash; но кооператив из-за блокировки счетов прекратил приобретать квартиры.</p><p>&nbsp;</p><p dir="ltr">Пробовали взять ипотеку в 2023 году, но, когда увидели платежи, жене пайщика стало плохо. Она работающая, получает 31 тыс. рублей в месяц, а платеж по ипотеке оказался 86 тыс. в месяц. Очень ждут, когда появится возможность приобрести квартиру с помощью кооператива.</p><p>&nbsp;</p><p dir="ltr">Дом для многодетной семьи</p><p>&nbsp;</p><p dir="ltr">Лилия Ахметова из Набережных Челнов, у которой инвалиды в семье, вступила в кооператив в 2017 году и в том же году приобрела однокомнатную квартиру для мамы. &laquo;Параллельно в моей семье возникла необходимость покупки недвижимости, - рассказывает она. - У нас была трехкомнатная квартира, но у нас трое детей, причем дочка с инвалидностью: у нее аутизм и ДЦП. Нам надо было расширяться, и мы стали искать варианты для себя. При этом сначала муж вариант с приобретением квартиры с помощью кооператива не рассматривал&raquo;.</p><p>&nbsp;</p><p dir="ltr">Искали вариант покупки дома, подчеркивает Лилия. &laquo;Нашли дом в черте города за 10 млн. Получили одобрение на ипотеку &mdash; но оформление дома затягивалось. Мы продали квартиру и дачу, чтобы внести первоначальный взнос, но оформление этого только построенного дома со стороны продавцов затянулось, и одобрение ипотеки закончилось. А нового нам не дали &mdash; повторно ипотеку банк не оформил! И тогда муж предложил попробовать приобрести этот дом с помощью кооператива, благо средства на первоначальный внос у нас были. Мы внесли 50% от стоимости дома, встали в очередь. И через несколько месяцев представили объект на одобрение кооператива. Был очень жесткий контроль и оценка со стороны кооператива &mdash; но мы его прошли, так как дом был новый. Причем это был последний дом, на который дал согласие кооператив: позднее дома из устава кооператива убрали. Дальше потребовалась нотариально оформленная сделка, а не сделка с помощью МФЦ, так как продавцы &mdash; двое супругов-пенсионеров. Однако мы все препятствия прошли, и дом был приобретен кооперативом&raquo;.</p><p>&nbsp;</p><p dir="ltr">У мамы, рассказывает Лилия, случился инсульт: &laquo;Ее пришлось перевезти к нам в дом, теперь на моем попечении два инвалида. Дочке сделали операцию на спине, и в доме понадобилось реабилитационное оборудование &mdash; которое не могло бы вместиться в квартиру. Дочка 18+, и ей понадобилось оформить опеку &mdash; но у социальных органов не возникло вопросов к тому, что мы живем в кооперативном доме&raquo;.</p><p>&nbsp;</p><p dir="ltr">Мамину квартиру, рассказывает Лилия, уже оформили в собственность &mdash; полностью расплатились с кооперативом. По дому расплатиться еще предстоит.</p><p>&nbsp;</p><p dir="ltr">&laquo;Покупка дома с помощью кооператива &mdash; для нас это был безальтернативный вариант, &mdash; рассказывает Лилия. &mdash; В кооператив по рассрочке нужно вернуть 5 млн за 10 лет, плюс небольшие членские взносы, большую часть мы уже вернули. А по ипотеке нужно было бы вернуть банку 15 млн!&raquo;</p><p>&nbsp;</p><p dir="ltr">&laquo;Мы очень довольны кооперативом, &mdash; подчеркивает Лилия Ахметова. &mdash; Я восхищена порядочностью и продуманностью системы работы кооператива.
