The role of people logistics in oil and gas projects

Efficient and effective logistics is vital to large Oil & Gas projects – equipment must be transported to work sites and raw products need to be processed and then delivered to customers, often using multiple modes of transport in a complex supply chain. In addition to this complexity, another important part of the overall logistics problem is people logistics – How do we move personnel to and from a worksite both safely and efficiently?

Why should I invest in personnel?

Particularly in Australia, where many work sites exist in remote areas, it is not always feasible to relocate employees and their families to a town near the work site. As a result, many workforce personnel are employed on a fly-in fly-out (FIFO) or bus-in bus-out (BIBO) basis, where the employer is responsible for moving personnel to and from the work site.

A 2013 report from Ernst & Young indicated that human capital deficit is one of the top ten risks facing the global Oil & Gas industry, affirming that

Effective and efficient personnel mobilization is crucial to any significant oil and gas project. Research published in 2012 by the Australian Centre of Excellence for Local Government (ACELG) into the prevalence of FIFO in Australia predicts that percentage of Australian mining sector jobs filled by FIFO roles will only increase over the coming years.

Improper workforce utilisation increases susceptibility to many internal and external issues, such as: a high employee turnover, high ongoing operational costs to the business, and under- or over-allocation of staff to specific jobs.

Analytics to cut through complexity

People logistics for a large project requires the coordination of travel and accommodation for hundreds, sometimes thousands of people in various remote locations. As with traditional logistics, several crucial decisions have to be made including BIBO vs FIFO, choice of airports or bus routes and staff roster schedules. In addition to this complexity, working with personnel often requires much greater scrutiny – we don’t always require a minimal-cost solution – we need to balance cost, project risk, employee safety and employee satisfaction.

Trying to weigh up all these variables and make decisions in an intelligent way for all of the personnel involved in a project very quickly becomes complex. A 2014 interview by Mining Australia notes that “for many companies [workforce management] is man­ual, or only semi-automated, which increases the risk of error or processing in­efficiencies, increasing costs”. Managing a large workforce is difficult, and only with the right technology can companies provide efficient and effective workforce management.

Through analytics companies can cut through the complexity involved in workforce management. By considering specific variables and how they affect outcomes companies can make better decisions.

<p dir="ltr">В Приморском районном суде Санкт-Петербурга продолжается рассмотрение так называемого уголовного дела "Лайф-из-Гуд" &mdash; "Гермес" &mdash; "Бест Вей" &mdash; продолжается допрос признанных следствием потерпевшими и свидетелей обвинения.</p><p>&nbsp;</p><p dir="ltr">Например, на одном из летних заседаний выступал некто Голубев &mdash; водитель из Удмуртии, который был пайщиком кооператива и клиентом компании "Гермес". Как рассказали протоколирующие заседания адвокаты, Голубев сообщил, что еще до событий начала 2022 года &mdash; активной фазы расследования уголовного дела, вышел из компании "Гермес", а также написал нотариально заверенное заявление о выходе из кооператива "Бест Вей". Из "Гермеса" получил через деньги через схему p2p &mdash; так, мол, консультант "Гермеса" ему рекомендовал, "чтобы не платить комиссию". При выводе средств Голубев получил больше, чем ранее положил на счет.</p><p>&nbsp;</p><p dir="ltr">Голубев решил выйти также из кооператива, так как написал заявление &mdash; но деньги получил из-за ареста счетов только в этом году. При этом изначально ему был присвоен статус потерпевшего, в суде же он выступал уже в статусе свидетеля.</p><p>&nbsp;</p><p dir="ltr">Таких "потерпевших", как Голубев, немало, отмечают адвокаты: так, одна из пайщиц на недавнем заседании обвинила кооператив в том, что он ей не выплатил средства по заявлению о выходе, в то время как она сама систематически отказывается подтвердить реквизиты для перечисления средств, получает письма из кооператива, отправляет уведомления о прочтении, но не отвечает на них.</p><p>&nbsp;</p><p dir="ltr">Состоялось долгожданное разбирательство по апелляционному представлению Прокуратуры Санкт-Петербурга на решение Приморского районного суда Санкт-Петербурга полностью снять арест с одного из трех счетов кооператива, на которых почти 4 млрд рублей.</p><p>&nbsp;</p><p dir="ltr">Сейчас кооператив распоряжается только вновь поступившими на эти счета средствами &mdash; за счет этих средств происходят выплаты пайщикам, написавшим заявление о выходе из кооператива, при этом темп выплат крайне низкий из-за проверок каждого платежа Росфинмониторингом и банками. Кроме того, по решению суда происходят выплаты с арестованных средств по исполнительным листам тем пайщикам, кто решил не ждать выплат, а предъявил и выиграл иски к кооперативу о возврате средств, а также налогов кооператива и зарплаты его персоналу.</p><p>&nbsp;</p><p dir="ltr">Кооператив ходатайствовал перед судом о полном снятии ареста с одного из счетов кооператива &mdash; самых маленьких, в банке ПСБ, на более чем 600 млн рублей, чтобы гарантированно рассчитаться со всеми примерно 2000 пайщиков, которые подали заявление о выходе из кооператива, &mdash; не зависеть от возвратных платежей в кооператив, которые из-за ареста счетов были затруднены и сейчас осуществляются с задержками &mdash; с которыми кооператив борется, но быстро эти платежи в нужном объеме вряд ли сможет получить.</p><p>&nbsp;</p><p dir="ltr">Решение суда первой инстанции о снятии ареста было в апреле, назначение рассмотрения апелляции в Санкт-Петербургском городском суде крайне затянулось из-за того, что прокуратура добавила к основному апелляционному представлению дополнительное &mdash; рассмотрение состоялось только в начале июля.</p><p>&nbsp;</p><p dir="ltr">При этом уже в самом заседании прокуратура добавила новые доводы, заявив, что в реестре выплат, представленном кооперативом еще в начале 2025 года, из 773 строк по пайщикам, которым произведены выплаты, имеются 14 строк, в которых фигурирует один из подсудимых &mdash; Выдрин, а также 13 лиц, которые назывались лицами, признанными потерпевшими, в рамках уголовного процесса как лица, которым передавались деньги для компании "Гермес". Прокуратуру возмутило то, что лица, которые, возможно, виновны в хищениях, получили средства раньше лиц, признанных потерпевшими. При этом Выдрин написал заявление о выходе из кооператива еще до того, как был привлечен в уголовное дело, и ни на какие его активы арест не накладывался.</p><p>&nbsp;</p><p dir="ltr">Санкт-Петербургский городской суд согласился с доводами прокуратуры, отменив решение суда первой инстанции в части снятия ареста со счета &mdash; при этом он не подверг сомнению тезис, на котором было основано это решение Приморского районного суда: несоразмерность общей суммы ущерба в уголовном деле &mdash; 282 млн рублей и общей суммы арестованных средств только кооператива как гражданского ответчика по данному уголовному делу &mdash; почти 4 млрд рублей (при этом есть еще аресты средств других лиц).</p><p>&nbsp;</p><p dir="ltr">В самом конце июля Приморским районным судом будет уже рассматриваться продление или непродление арестов средств на счетах на новый трехмесячный срок &mdash; и кооператив опять будет ходатайствовать о снятии ареста со счета в банке ПСБ.</p><p>&nbsp;</p><p dir="ltr">В Приморском районном суде началось также новое гражданское дело &mdash; по иску пайщицы кооператива Дорониной к пайщику кооператива, объявляющему себя его альтернативным председателем, Георгию Моисееву, ранее активисту кооператива и координатору программы по проведению региональных митингов в поддержку кооператива. Судебное разбирательство по существу начнется в сентябре, судья потребовал от представителей Моисеева представить первичные документы о якобы проведенном (без решения совета кооператива) голосовании по выборам новых уполномоченных, так как его юрист сообщил, что документы &mdash; на кооперативных участках.</p><p>&nbsp;</p><p dir="ltr">Председателям самочинных комиссий по перевыборам, якобы прошедшим весной на 13 из 14 кооперативных участков, придется представить первичные документы, бюллетени для голосования, при этом общее число голосовавших должно быть не менее 7,5 тыс., так как в кооперативе &mdash; 15 тыс. пайщиков. (На одном из участков &mdash; кооперативном участке (КУ) № 7: иркутско-бурятско-забайкальском &mdash; группа Моисеева проводить голосование не решилась, так как еще в начале года одна из пайщиц подала против Моисеева иск о незаконных действиях в иркутский суд, который сейчас активно рассматривается.)</p><p>&nbsp;</p><p dir="ltr">В суд с первичными документами, как подчеркивают адвокаты, придется явиться председателям "комиссий по проведению голосований на кооперативных участках":</p><p>&nbsp;</p><p dir="ltr">на КУ № 1 &mdash; Атрохиной Н.
